The purpose of the project is to evaluate HPV vaccine introduction in Tanzania and to capture the success and challenges that arise with scale-up for introduction at the national level. Our aim is to gain a better understanding of program planning and implementation, communication, social mobilization and training, vaccine delivery and financial implications for long-terms sustainability. A full description of the evaluation can be found in the project protocol. The project will utilize a mixed-methods approach involving in-depth interview of key stakeholders, desk reviews, and survey to comprehensively describe and assess the experience of national HPV vaccine introduction in Tanzania. Details of methods for each relevant evaluation component are as follows: Part 1: Documentation of National Introduction 1. Desk review of key documents to document coordination and application development, implementation planning, training, communication, monitoring, data quality and vaccine delivery 2. Structured interviews with EPI program manager and key stakeholders at the national, regional, and council level on decision making for national HPV introduction 3. Detailed timeline of activities 4. Archive of country-identified tools and materials used during HPV introduction to be complied with country permission Part 2: Knowledge and Feasibility Surveys 1. Cross-sectional surveys of health workers, school personnel and community leaders using standardized and structured questionnaires to evaluate knowledge, attitude, perception and feasibility of HPV program 2. Surveys will include closed-ended and partially categorized questions on key training concepts, acceptability and willingness to recommend HPV vaccine as well as open ended questions on overall best practices and challenges from the perspective of the stakeholder.
